What happened was purley xenophobia/racism. After Pearl Harbor they no longer saw people, they saw race. Instead of torturing people because of their heritage, many things could have been done instead. For example, they could have realized that there are extremist within every race/culture and try to pinpoint the known extremist, while taking extra security measures that does not include the sacrificing of human rights.
