y = 3/2x - 4....slope here is 3/2. A perpendicular line will have a negative reciprocal slope. All that means is " flip " the slope and change the sign. So the slope we need is -2/3. (see how I flipped the slope and changed the sign)

now we sub and solve for b, the y int
2 = -2/3(-3) + b
2 = 2 + b
2 - 2 = b=0 = b
so ur perpendicular equation is : y = -2/3x + 0 or just y = -2/3x
