The paragraph is incoherent which means that the points are not logically connected. At one point in the beginning we have curfews and their enactment in homes, and then suddenly we jump to kids being in high-school who don't listen to their parents. It can maybe be understood what the writer wanted to say, but it should've been connected in a different way to make it more coherent.
