Scott’s behavior is most clearly indicative of Frotteurism.
This occurs when an individual practices of having to be sexually aroused by
having one’s hand or body to be rubbed on another person that he or she doesn't
know or didn't even asked permission or consent to the person that he or she is
rubbing to. An example of this is having to touch a person breast or buttocks
that they don’t know.
