Can a Quartermaster roll to acquire assets even if the location’s rating is 0?
The Maw location has a rating of Unavailable for example. What is the difference?
Yes. 0 is “difficult to obtain high quality assets.” Roll 0 dice (2 dice, take lowest).
Unavailable is “there’s nothing here to obtain.” No rolls are possible.

Yeah, the ‘Special Rules’ for each location will specify if you can’t roll at all (Like with The Maw).
