The question’s in the title :p. Elite allows you to pick 2 abilities to gain mastery (letting you level it up to 4 max instead of 3). Does choosing an ability to master also provide a point to that ability or do you still need to level it up?
It does not provide any free points. You still need to spend XP to increase either of those action’s ratings.
