Faction Turn / Inter-session Prep Rules?

Blades, by default, has some rules about running a sort of “faction turn” after each score, where the GM ticks up goal clocks for factions that their interested in. I really like this sort of “lonely fun” in my games, so I’ve been playing around with introducing an expanded “faction turn” in my FitD Robin Hood vs. Vampires hack, Brinkwood.

Problem is, I’m worried I might have gone a bit overboard. My intent is for these rules to be optional, so that a GM could strip them out completely and just tell their own stories, but I also want to provide a toolset that will let more mechanics-driven GM’s “play out” the actions of the vampires who work against the players.
