Yes.
The Commanders job is to weigh rewards and consequences every time missions are generated.

Yeah, I think the commander in the campaign I GM really liked the aspect of weighing pros and cons and discussing with other roles what they needed. He even excel spreadsheeted the 3 routes to make his decision in Plainsworth.
