Are Scoundrels and Crews just abstractions or in-universe concepts in people’s games?
Does anyone give the set of groups and people that the rules would consider Scoundrels and Crews any unique culture or quirks compared to mainstream Doskvol criminal and civilian society?
I personally prefer Scoundrels and Crews to be distinct elements from average Doskvol criminal society. Like, anyone can grab a blade or pistol and be a criminal, but only some can be Scoundrels, anyone can shoot a rifle, only some can be Hounds. etc.
